Once you’ve decided to apply for a postgraduate programme, starting the application process can often be the hardest part. If you’re planning to pursue your PhD in Canada, this guide will help you understand the application process and how to write a research proposal. 

While this guide covers the main questions that students might have around applying for a PhD in Canada, it is important to check the requirements for your university and ask the admissions team if you have any questions about the process. 

How do I apply to do a PhD in Canada as an international student?

Once you have decided to apply to a PhD programme in Canada, you can use degree databases to find which university offers PhDs in your area of interest, such as  Universities Canada or provincial bodies such as Education Planner BC . Search engines or other global commercial degree directories may also help you identify a suitable programme.

Alternatively, you could search for which faculty members conduct research in your area via publication databases and then look up the universities where they teach.

If you already know which university you are most interested in, you should look at both its departmental/programme web pages and the pages of a central graduate school if applicable.

Unlike at undergraduate level, where you can apply via a central application system, application to graduate programmes is usually targeted to each programme, which can vary across institutions.

What qualifications do I need to apply for a PhD ?

We recommend that applicants check the admissions requirements for their programme of interest.

In terms of qualities admission committees may be looking for, these will vary by subject area – for example graduate programmes in natural sciences may look for different attributes from those in the performing arts. 

Graduate students in Canada are usually expected to work independently and be self-directed. As such, applicants may want to provide evidence of how they have taken initiative and shown self-direction and perseverance. Passion, curiosity, focus, commitment, collegiality and enthusiasm are all qualities that applicants may find mentioned on programme websites.

How do I look for a PhD supervisor?

The first step would be to check with your programme of interest to see if contact with a supervisor is encouraged or required. Processes vary and some programmes assign you supervisors based on interests identified in your application, some require commitment from a supervisor prior to the application, and some may determine supervisors after some initial coursework or rotations.

If a programme requires you to contact potential supervisors, begin by researching faculty members and their research topics. Most universities, including the University of British Columbia  (UBC), have a research supervisor database where prospective students can search faculty. 

Candidates should read recent papers by potential supervisors and look for a good match between their own interests and those of the faculty member. Reading graduate student stories can also help, as applicants will be able to see current research projects students are working on, and get a sense of the faculty or programme they are looking into.

Once you have found a faculty member you would like to work with, you can reach out to them individually. Prospective students should be aware that academics often receive many such requests every week. Plan carefully who to contact and customise each message to the particular faculty member, explaining your research interests and why you are interested in working with them.

How should I write my research proposal?

Your research proposal is a crucial part of your application. It gives a sense of how prepared you are to conduct research and what directions of research you’re likely to pursue. A specific proposal is more likely to impress than some general ideas.

Your research areas and interests may change once you have entered your programme, so you will not be held to the ideas you’ve proposed. However, it gives prospective supervisors a sense of how your research aligns with theirs and that of the department in general.

Be sure to stay within the word count requested, and of course it’s essential you avoid any spelling or grammatical errors. We always recommend that applicants write several iterations of their research proposal and gain feedback from friends, colleagues and, if possible, professors at each stage. When you approach previous professors for a letter of reference, it’s worth sharing your proposal to get their feedback on it.

When should I start applying?

Applicants need to meet the application deadlines, which are often a year or more in advance of the desired start date (eg apply in December to start the following September). On top of that it is important to allocate enough time to prepare and complete various steps to be able to submit a completed application in time.

International applicants will need to ensure there is enough time to take the required English language tests. Applicants should also check if they have to complete any other courses before applying and that they have enough time to collect the necessary documentation and proofread everything. 

We recommend that prospective students review application timelines for their programme of interest and then plan backwards, ensuring they have time to complete all aspects of the application. All the steps may take longer than expected, so give yourself extra time to compile the strongest possible application.

How long will the application process take?

This will depend on each university, programme and sometimes supervisor. Once you have applied, the process will probably take a further two to three months at least. At UBC, many graduate programmes close applications in December and January, with offers being made February to April as a rough guideline. Depending on subject area, applications can close as late as April or May for a September start though.

What supporting documents do I need as an international student?

In general, required supporting documents won’t be too different from those for a domestic applicant, with the exception being proof of English language ability. Examples of supporting documents could be: 

• Transcripts of all post-secondary courses/degrees previously enrolled in
• Reference letters 
• Statement of interest/research statement
• English language test scores
• Depending on programme, test scores or portfolio

Many institutions allow applicants to apply with scans of their transcripts initially. However, once applicants receive an admission offer they will usually have to submit official copies, which may include translations for international applicants. 

International applicants are encouraged to familiarise themselves with other details, such as study permit procedures, work opportunities and health insurance. While not required for the application itself, these are important considerations for which to plan and budget if the application is successful.

Do I have to pay for my PhD application?

Most universities in Canada will charge an application fee. At UBC, the application fee for international applicants is CAD$168.25. UBC automatically waives these fees for applicants from countries identified among the world’s 50 least developed nations. Other universities in Canada may have similar measures in place, so be sure to check this.

Other than application fees, students should make a financial plan that incorporates tuition and living costs, as well as checking what financial aid you could be eligible for and which scholarships are available for international students.

• Gaining experience and entry requirements for an academic career.

Also, it is important to think about where you would like to study. Location and lifestyle can make a significant difference. Think about how this will affect your life, and importantly, is it a place where you could live in the future?

Regarding being successful in the process, preparation is key. Most universities provide a lot of information on their websites about the process and how to prepare strong applications. Make use of these resources, take the time to read the advice and treat the application itself as an opportunity to show that you possess key qualities faculty members are looking for, such as paying attention to detail, and writing ability.

Program overview.

Philosophy scholars pursue questions of truth at the root of virtually all academic investigation in science and the humanities. Our philosophy graduate program is one of Canada's finest, garnering international recognition. Through their dedication to academic excellence, our doctoral supervisors and students maintain a PhD program that is one of Canada's top five.

The program has a strong placement record for graduates of both the PhD and MA. While many graduates pursue academic careers, the PhD in philosophy can lead to careers in consulting, public policy and research. Students accepted into this highly competitive PhD program will engage with a vibrant philosophical community supplemented with a visiting speaker series and regular research group meetings.

Completing this program

Core Course:  Graduate Proseminar, usually taken in the first year.

Logic:  Students must show competence in logic.

Thesis:  Students will be required to submit and defend an original research thesis.

Additional Courses:  Topics may include philosophy of science, history of philosophy, metaphysics, ethics, philosophy of language, epistemology, logic and more.

Candidacy:  Students will complete both oral and written candidacy exams.

Professional skills: Students take the required Research and Professional Development seminar after they have advanced to candidacy.

Academia, law, public policy, research analysis, consulting, publishing.

A PhD in philosophy is usually considered a final degree.

Students are required to prepare a thesis and successfully defend in an open oral defense.

A minimum of 3.5 GPA on a 4.0 point system, over the past two years of full-time study (a minimum of 10 full-course equivalents or 60 units) of the undergraduate degree.

Minimum education

Applicants hold a four-year undergraduate degree with honours or a major in philosophy; however, applicants with a degree in a related academic field will be considered.

Work samples

A sample of written work, such as a recent essay, written in English. 

The sample should be 10-15 pages including bibliography, prepared for anonymous review.

Reference letters

Test scores, english language proficiency.

An applicant whose primary language is not English may fulfill the English language proficiency requirement in one of the following ways:

• Test of English as a Foreign Language (TOEFL ibt)  score of 97.
• International English Language Testing System (IELTS)  score of 7.0.
• Canadian Academic English Language test (CAEL)  score of 70 (no less than 70 in each section).
• Pearson Test of English (PTE)   score of 68, or higher (Academic version).
• Duolingo English Test  and obtaining a minimum score of 135* (with no sub-score below 115*). 
• Cambridge C1 Advanced or Cambridge C2 Proficiency  minimum score of 191.
• Academic Communication Certificate (ACC)  score of A- in writing and oral communication courses/B+ in other courses.

The Doctor of Philosophy (Ph.D.) in Biostatistics offered by the Department of Epidemiology, Biostatistics, and Occupational Health in the Faculty of Medicine & Health Sciences is a research-intensive program that emphasizes engaging and cutting-edge learning opportunities. Canada ends temporary public policy allowing visitors to apply for work permits from within the country

Ottawa, August 28, 2024— Immigration, Refugees and Citizenship Canada (IRCC) has ended a temporary public policy that allowed visitors to apply for a work permit from within Canada, effective immediately.

IRCC introduced the policy in August 2020 to help visitors who were unable to leave the country due to COVID-19 pandemic–related travel restrictions. Under the policy, visitors in Canada could apply for a work permit without having to leave the country. In addition, foreign nationals who had held a work permit in the previous 12 months but who changed their status in Canada to “visitor” could apply to work legally in Canada while waiting for a decision on their new work permit application.

While the temporary policy was set to expire on February 28, 2025, IRCC is ending the policy as part of our overall efforts to recalibrate the number of temporary residents in Canada and preserve the integrity of the immigration system. IRCC is also aware that some bad actors were using the policy to mislead foreign nationals into working in Canada without authorization.

IRCC will continue to process applications submitted before August 28, 2024 under the policy.

Coming into force of the Marine Safety Management System Regulations (SOR/2024-133) - SSB No.: 20/2024

This bulletin outlines the new Marine Safety Management System Regulations (the Regulations), which were published in the Canada Gazette,  Part II and   entered into force on July 3, 2024 .

A guide on how to comply with the requirements of the Regulations was also published on July 3, 2024, TP15566 - Guide for Canadian Vessels' Operators for Compliance with the Marine Safety Management System Regulations .

The Regulations apply to:

• class 1, 2, 3, 4, and 5 vessels and their shore-based and onboard operations, as described in section 1.1 of the Regulations , and section 1.3 of TP15566; and
• foreign vessels to which Chapter IX of the International Convention for the Safety of Life at Sea (SOLAS) applies, that are operating in Canadian waters.

The Regulations do not apply to:

• vessels subject to the Fishing Vessel Safety Regulations ;
• vessels that do not have mechanical means of propulsion and do not carry persons, dangerous chemicals in bulk or oil in bulk on board;
• human-powered vessels;
• vessels subject to the Special-purpose Vessels Regulations;  or
• pleasure craft.

The Regulations replace the previous Safety Management Regulations  (SOR/98-348) .

The Regulations expand safety management system requirements to apply to most Canadian vessels. The certification and oversight processes for vessels depend on their class, taking into consideration their size and type of operation.

Canadian vessels on international voyages and foreign vessels operating in Canadian waters, subject to Chapter IX of SOLAS, continue to be required to develop a safety management system in compliance with the requirements of the International Safety Management Code.

What you need to know

• The Regulations repeal and replace the Safety Management Regulations  (SOR/98-348).
• The Regulations expand safety management system requirements to most Canadian vessels (approximately 16,000).
• The Authorized Representative of a Canadian vessel must identify a Ship Manager responsible for developing and implementing a safety management system for their vessel.
• Canadian vessels subject to the Regulations are grouped into 5 Classes, with different compliance requirements based on their size and type of operation.
• There are phase-in periods for when the different classes/types of vessels must comply with the Regulations. Additional details on the phase-in process can be found in TP15566 .
• Ship Managers of Class 1 vessels must continue to maintain their Safety Management Certifications in accordance with the International Safety Management Code.
• Vessels of Class 2, 3 and 4 are required to obtain certification according to the phase-in provisions stated in the Regulations.
• Delegated vessels will obtain their certification from their designated Recognized Organization.
• Non-delegated vessels will obtain their certification from Transport Canada.

Canada PhD Programme

A Canadian PhD usually takes 3-6 years. Programmes sometimes include taught classes and training modules followed by a comprehensive examination. You will then carry on to research your thesis, before presenting and defending your work. Programmes are usually offered in English, but universities in Québec and New Brunswick may teach in French.

Trump faces revised 2020 election interference charges

US prosecutors have issued revised charges against Donald Trump for the former president's alleged attempts to interfere in the 2020 election after losing the contest.

The updated wording tries to navigate a Supreme Court ruling that presidents have broad immunity from criminal prosecution for official acts. The ruling had thrown this case into doubt.

Trump denies accusations that he pressured officials to reverse the results, knowingly spread lies about election fraud and sought to exploit a riot at the US Capitol to delay the certification of Joe Biden's victory.

It appears unlikely the case - and other criminal cases he faces - will reach court before the next election on 5 November.

The revised indictment, brought by Department of Justice (DoJ) Special Counsel Jack Smith, leaves in place the four crimes Trump is accused of committing: conspiracy to defraud the US, conspiracy to obstruct an official proceeding, attempting to obstruct an official proceeding, and conspiracy against rights.

But these now relate to Trump's status as a political candidate rather than a sitting president.

Trump has previously pleaded not guilty to all charges.

He wrote in a post on his Truth Social platform that the fresh indictment was "an effort to resurrect a 'dead' Witch Hunt" and "distract the American People" from this year's election. He called for it to be "dismissed IMMEDIATELY".

His campaign has not responded to a BBC request for comment. But a source close to his legal team told CBS News, the BBC's US partner, the second indictment "was not a surprise".

"This is what the government is supposed to do based on what the Supreme Court did," the source said. "It doesn't change our position that we believe Smith's case is flawed and it should be dismissed."

What's changed - and what hasn't?

The new charging document - which was slimmed down from 45 to 36 pages - re-works the language of the allegations to respond to last month's ruling on presidential immunity by the Supreme Court.

It argues Trump acted as a private citizen - and not as president - when he undertook the alleged scheme to sway the election.

“The defendant had no official responsibilities related to the certification proceeding, but he did have a personal interest as a candidate in being named the winner of the election,” reads one new line in the indictment.

Another new line refers to a lawsuit filed by Trump's campaign in Georgia. The old language said the suit was “filed in his name”, but the updated indictment says it was “filed in his capacity as a candidate for president”.

The new document also appears to have removed the charges against Jeffrey Clark - a former DoJ official who played a key role in the so-called fake electors scheme, according to prosecutors. Mr Clark was not named in either indictment, but has been identified in the media through public records.

The fresh indictment also drops the claim that Trump tried to pressure DoJ officials to work to overturn his defeat. The high court ruled Trump's direction to justice officials was not illegal.

The special counsel's office said the superseding indictment had been presented to a new grand jury that had not previously heard evidence in the case.

A grand jury is set up by a prosecutor to determine whether there is enough evidence to pursue a prosecution.

The new indictment leaves in place several key allegations against Trump, including that he attempted to persuade Vice-President Mike Pence to obstruct Mr Biden’s election certification.

That is despite the fact that conversations between Trump and Mr Pence would probably fall under the category of "official" acts, for which Trump has immunity from prosecution, according to the Supreme Court ruling.

The revised indictment showed that Mr Smith interpreted the Supreme Court ruling to mean that his case could still move forward, said Prof Daniel Richman, a constitutional law expert at Columbia Law School.

But whether it would satisfy the Supreme Court's presidential immunity framework remained unclear, Prof Richman told the BBC. "The court was painfully vague as to what private conduct done by a president can be charged criminally," he said.

Trump's other legal issues

The revised indictment would not necessarily expedite the case, Prof Richman said. He doubted it would be heard before the 2024 election.

The CBS News source close to Trump's legal team said the former president's lawyers would ask for more time to prepare for the case. They said this would likely delay the start of the trial if the judge agreed.

This case came together after Mr Smith was appointed by Attorney General Merrick Garland in 2022 to oversee two federal investigations into Trump: the election interference case and another case in which the ex-president has been accused of taking classified documents back to his Florida home after leaving office.

On Monday, Mr Smith’s team appealed against the decision of a Florida judge to dismiss the latter case. Judge Aileen Cannon had done so on the grounds that the mere existence of special counsels violated the US Constitution.

Mr Smith argued the judge's view "deviated" from legal precedent.

Both cases face uncertain futures after the Supreme Court’s landmark decision.

The same is true of a separate case in Georgia , in which Trump and 18 other defendants are also accused of criminally conspiring to overturn his narrow defeat in 2020. He has pleaded not guilty, and a trial date has not been set.

Meanwhile, Trump awaits sentencing after being convicted in New York in May of falsifying business records to cover up hush money payments made to a porn star.

If Trump defeats Democratic candidate Kamala Harris in November, he is widely expected to order officials to drop all the remaining federal charges that he faces.

A value of $45,000 over five (5) years, the International Doctoral Scholarship supports  full-time international students, admitted in May 2023 or beyond, during their doctoral studies. A maximum value of $3,000 per term, for 15 consecutive terms, will be credited to the student account. Please note that the scholarship will only be paid if international tuition fees are charged.

Before May 2023

If you began your  full-time doctoral studies at uOttawa before May 2023  and you’ve received the International Doctoral Scholarship, your tuition fees are equivalent to those for Canadian students residing outside Ontario.

NB This scholarship cannot be combined with the Differential Tuition Fee Waiver or the Tuition Fee Exemption Scholarship.
