PhD from Delhi University (DU): Eligibility, Fees, Date 2024

Kopal Srivastava Aug 28, 2024 1K Reads

Starting from the 2024-25 academic session, the University Grants Commission (UGC) has announced that the National Eligibility Test (NET) score can be used for admission to Ph.D. programs instead of the entrance tests conducted by different universities. The University of Delhi will also adopt this new policy.

Guidelines for Ph.D. Admissions (2024-25)

Here are Some Guidelines for Ph.D. Admissions (2024-25):

1) Categories Based on NET Scores:

  • Category 1 : If you qualify for JRF and Assistant Professor, you are eligible for Ph.D. admission.
  • Category 2: If you qualify as an Assistant Professor, you are also eligible for Ph.D. admission.
  • Category 3: If you only qualify for the Ph.D., you are eligible for Ph.D. admission

2) JRF Category Admission:

  • Admissions under the JRF category will follow UGC guidelines from the notification dated November 7, 2022.

3) Weightage for Ph.D. Admission:

  • For Categories 2 and 3, 70% of the admission decision will be based on your NET scores and 30% on your interview performance. Your Ph.D. admission will be based on the combined merit of these scores.

4) Validity of NET Scores:

  • The NET scores for Categories 2 and 3 will be valid for one year for Ph.D. admissions.

5) Entrance Exams for Specific Subjects:

  • The University may conduct entrance exams for Ph.D. programs in subjects not covered by the NET, like Portuguese, Italian, and Engineering.

6) NET Examination Application:

  • Candidates should apply for the UGC NET Examination, in June 2024, as per the schedule announced by the NTA.

What are the admission criteria for a PhD admission to a PhD program?

Check the points below to know the admission criteria for admission to Delhi University (DU) for a PhD.

  • Entrance Test: You need to score at least 50% in the Entrance Test to qualify.
  • No Guarantee: Qualifying the Entrance Test doesn’t guarantee a fellowship or admission to the Ph.D. course.
  • Choose a Sub-discipline: You must select a sub-discipline offered by the department when applying online.
  • Final Selection: The final selection is based on an interview. The interview will assess your research competency, the feasibility of your proposed work, its relevance to new knowledge, and the availability of seats and a supervisor. University rules also apply.
  • Eligibility and Verification: If you’re selected, your admission will depend on meeting all eligibility criteria and having your documents verified after the interview.
  • Fellowship Availability: The Department/University may change the number of fellowships or decide not to award any in a given year.

Entrance exams accepted by the Delhi University for a PhD program

The PhD Entrance Test will be held once a year, and the eligibility for interviews will be valid until the next test. M.Phil. interviews will also be held once a year. PhD interviews may happen twice a year or more, depending on seat availability.

If there’s a second round of interviews, candidates need to re-register on the online portal within the given timeframe. Entrance Tests in different departments will be scheduled to let candidates take tests in more than one subject if they wish.

The Entrance Test will be a qualifying exam with a pass mark of 50%. There’s a 5% relaxation in the qualifying marks for SC/ST/OBC (non-creamy layer) and differently-abled candidates, making the pass mark 45%.

If there aren’t enough candidates from these categories, the Departmental Research Committees (DRCs) will find other ways to fill the seats, considering candidates from National Level Tests and other categories.

There are various entrance exams accepted by the Delhi University. Some of them are mentioned below :

phd degree in new delhi

  • UGC-NET: The University Grants Commission (UGC) has assigned the National Testing Agency (NTA) to conduct the UGC-NET exam. This test determines the eligibility of Indian nationals for the roles of ‘Assistant Professor’ and ‘Junior Research Fellowship (JRF) and Assistant Professor’ in Indian universities and colleges. Since December 2018, the UGC-NET has been conducted by the NTA in a Computer-Based Test (CBT) format. The awarding of the Junior Research Fellowship (JRF) and/or eligibility for Assistant Professorship depends on the candidate's combined performance in Paper-I and Paper-II of the UGC-NET. Candidates who qualify only for the Assistant Professorship are not eligible for the JRF. Those who qualify for the Assistant Professorship must follow the rules and regulations of the respective universities, colleges, or state governments for recruitment. The UGC-NET is conducted twice a year, in June and December, to maintain a regular examination cycle.
  • JRF:  The Junior Research Fellowship (JRF) Exam 2024 is a national-level entrance test in India. It provides fellowships to students who wish to pursue research in their chosen fields. The JRF Exam 2024 is conducted by six different organizations, each handling various subjects and study areas. Below is a table that gives an overview of the different JRF Exams held in India for 2024.

CSIR NET

Conducted by the Council of Scientific and Industrial Research (CSIR) for science students. Clearing it opens up teaching and research positions in educational institutions and PSUs.

UGC NET

Organized by the University Grants Commission (UGC) to assess candidates for assistant professor roles in universities and colleges. Covers 83 subjects.

ICAR JRF

The ICAR AICE-JRF/SRF (Ph.D) exam offers admission to 25% of doctoral seats in accredited colleges and 100% seats in ICAR Deemed Universities. Focuses on awarding JRF/SRF in Agriculture & Allied Sciences.

ICMR JRF

Conducted by the Indian Council of Medical Research (ICMR) as the first step toward a Ph.D./Research program with financial support. Usually announced in July.

CSIR JRF GATE

Targets GATE-qualified engineering graduates and GPAT-qualified pharmaceutical graduates for research-based Ph.D. programs at CSIR labs. Offers fellowships to work with CSIR scientists.

DBT JRF

Offered by the Department of Biotechnology (DBT) for students pursuing research in biotechnology. Selection is through the online Biotechnology Eligibility Test (BET).

  • SLET: The State Level Eligibility Test (SLET) is held to appoint lecturers in state universities and colleges. Although the exam is managed by the National Testing Agency (NTA) on behalf of the University Grants Commission (UGC), it mainly ensures candidates meet the minimum standards for teaching or research roles. Due to its importance, many states have adopted a similar test to SLET. The UGC conducts this exam to find qualified candidates for Assistant Professor roles in fields like Humanities and Social Sciences. The SLET, also known as SET, is offered in English across various states in India. However, the commission realized that a national exam like SLET might not fully cover regional subjects. There were also requests from candidates to take the exam in their native languages. In response, state governments and union territories were given the power to hold their own SLET exams. This led to the SLET or SET being offered at the state level, now available in both English and regional languages.Simply put, while the NET is for those aiming to become lecturers across India, SLET candidates will work within a specific state. The final selection for SLET is based on the marks obtained in the State Eligibility Test.
  • CUET (PhD): The National Testing Agency (NTA) conducts the online Common University Entrance Test (CUET) for PhD admissions at top Indian universities like Delhi University (DU), Jawaharlal Nehru University (JNU), Banaras Hindu University (BHU), and Babasaheb Bhimrao Ambedkar University (BBAU).This entrance exam ensures a fair and efficient way to evaluate students, giving everyone an equal chance, no matter their background. By taking the NTA PhD entrance exam for central universities, you can access prestigious institutions, explore a wide range of disciplines, and enjoy a simplified application process. The selection is based on merit, with opportunities for funding, networking, impactful research, and gaining national or international recognition. It's also a chance for personal growth and contributing to knowledge, paving the way for academic and career success.

Exemption from a PhD entrance Exam?

If you’ve passed exams like UGC-NET (including JRF), UGC-CSIR NET (including JRF), DBT-JRF, ICMR-JRF, DST-INSPIRE, AYUSH-NET, or equivalent national exams, you can go straight to the interview.Faculties already working at the University of Delhi can directly attend the interview.

If you hold a Junior Research Fellowship or a similar research position and meet the eligibility criteria, you can also go straight to the interview, as long as a selection committee approves it.

Scientists and professionals from government R&D institutes with an MoU with the university can attend the interview directly if they meet the eligibility criteria. For Ph.D. admission in the Faculty of Management Studies, candidates with a good CAT score might be shortlisted to go directly to the interview.

Table 1 defines the minimum qualifications required for admission to full-time Ph. D. programmes at IIT Delhi. Please note:

These are Institute minimum requirements and any Department/Centre/School operating through their DRC/CRC/SRC can specify higher short-listing criteria than what is specified here.

Candidates in the final year of their programmes and who expect to complete all their qualifying degree requirements before the date of registration are also eligible to apply for admissions. Fake universities, ghost institutes in Delhi show the limits of UGC’s authority

Delhi government officials did not respond to queries about the shutting down of fake universities.

From a distance, after stepping into Rithala village in north-west Delhi’s Rohini, one can spot a four-storey building on which are painted two words in large letters — ‘SPIRITUAL UNIVERSE’. On closer inspection, one can discern a faint ‘TY’ at the end and a colour mismatch in the second ‘E’, hinting that the second word may originally have been spelt ‘UNIVERSITY’. An employee at the front desk doesn’t dispute it and attributes the confusion to the error on the part of the painter.

According to the UGC Act, 1956, no institute can use the word ‘university’ without the commission’s approval. However, the employee says they do not require permission from any authority as they “do not comply with the norms of the material world”.

Satish Narayan Jha, who works here, says he is a “messenger of God” and a follower of “Sanatana Dharma” and that he teaches students of all age groups, who visit on Sunday, about the “soul”.

‘Adhyatmik Vishwavidyalaya’ (Spiritual University) has been featured several times in the University Grants Commission (UGC)’s list of fake universities. However, the list has done little to dissuade the institute from operating as usual.

The ‘university’ first came under the spotlight in 2017 after allegations emerged of young women being illegally confined in it by a self-styled godman, Virender Dev Dixit, who is now absconding.

According to the UGC, Delhi has the most number of fake universities in the country. When students stop enrolling or the authorities crack down, many of these institutes disappear without a trace. However, even after being called out, some institutes continue maintaining functional websites and offering various courses, while others, such as Adhyatmik Vishwavidyalaya, continue brazening it out.

‘Keep a close watch’

On the issue of fake universities, UGC Chairperson Mamidala Jagadesh Kumar said the commission compiles a list regularly on the basis of news articles and complaints by students.

“When we find certain institutions awarding degrees in violation of the UGC Act, we include them in the list of fake universities,” he told The Hindu.

He added, “UGC periodically alerts students, through social media and our website, to be aware of such unscrupulous elements. We request students to look into the credentials of the institutes before applying for admission.”

The latest list published by the UGC — on May 2024 — lists eight such universities, of which three names have appeared regularly for the past 30 years. However, the commission says it can do little besides issuing lists and requesting State governments to ensure their closure.

Nowhere to be found

The menace of fake universities may not be due to the lack of enforcement alone. A ground visit by The Hindu reveals that several institutes appearing on the UGC’s list of fake universities for the past several years don’t even exist.

Near the now-shuttered Golcha Cinema in Daryaganj, a narrow, dimly-lit staircase leads up to a wooden door on the building’s second floor, which once housed ‘Commercial University’. Taped on its door is a “strike-off and dissolution” notice by the Union Ministry of Corporate Affairs. A man seated inside, who did not want to be named, said, “The university stopped functioning in 2020, and no students have come here since.” However, the institute was mentioned in this year’s UGC list.

At Rajendra Place’s Gopala Towers, a pesticide company functions from the premises of what once used to house ‘ADR-Centric Juridical University’. People here say the institute folded up many years ago. However, it was also mentioned in the latest UGC list.

As was ‘Viswakarma Open University for Self-Employment’. The institute used to function from a small two-room flat in Jahangirpuri’s Sanjay Enclave. The name did not ring a bell with any of the residents in the building, except for a man on the fourth floor, who said, “Students used to come here once. But they shut the institute around two years ago. Someone said the institute had been shifted to Haryana, but it too shut down eventually.”

‘All India Institute of Public & Physical Health Sciences (AIIPHS) State Government University’ is supposed to operate from a building in north Delhi’s Alipur, according to the UGC list. However, a woman working at a Mohalla Clinic in the building says the ‘university’ stopped functioning six months ago. Through its website, the institute continues to offer diploma programmes, such as a “Diploma in Sanitary Inspector”.

When asked how often the commission updates its list, the UGC Chairperson said, “The list is revised at regular intervals or as and when required.” Regarding the institutes mentioned on the list of fake universities that no longer exist, Mr. Kumar said the UGC had no information about such cases.

He added that students should ensure that the university they are applying to is accredited by the National Assessment and Accreditation Council.

“Students should be wary of universities that offer admission with little or no qualification checks or require substantial fees upfront without proper documentation. Fake universities often have vague or incomplete information about their programmes, faculty, and facilities,” he said.

Wednesday, September 4, 2024

By University Relations

Seton Hall University invites prospective students to explore its diverse graduate programs at the Graduate Open House from 6-8 p.m., Tuesday, October 1, at Bethany Hall on the South Orange campus . This event offers attendees a chance to discover over 140 advanced degree and certificate programs in the fields of business, communication, applied physics and engineering, international relations, education, counseling, healthcare administration, occupational therapy, law, nursing, data science, social work, nonprofit management and more.

Participants will have the opportunity to engage with the University’s distinguished faculty, current students and alumni, gaining valuable insights into the academic and professional benefits of Seton Hall’s graduate offerings across multiple schools.

"This event is an excellent opportunity for professionals and scholars to explore our diverse programs, meet our dedicated faculty and get a firsthand look at the vibrant academic community we offer," said Associate Provost for Academic and Graduate Affairs Christopher Cuccia, Ed.D. "Our programs are designed to enhance your career adaptability and prepare you for lifelong learning in a rapidly changing market. At the graduate level, Seton Hall is educating professionals with purpose."

In addition to academic offerings, the event will provide insights into the financial aspect of graduate education. Representatives from the Office of Financial Aid will be available to discuss graduate assistantship and scholarship opportunities, including greater University-funded scholarships that will make a degree from Seton Hall ever more affordable for new graduate students. The Career Center will also be present to share resources dedicated to professional networking, resume development, interview preparation and skill-building workshops tailored for graduate students.

Current Seton Hall students can also take this opportunity to learn about the dozens of dual degree programs that the University offers. Attendees will learn how pairing undergraduate and graduate coursework and degrees in different fields will make them more versatile and distinct from other college graduates, as well as realize potential cost and time savings by pursuing a dual degree.

Prospective students who attend the Open House will also benefit from an application fee waiver .
