No matter the task, one way or another it revolves around mathematics. Everywhere we go, whatever we do, has maths in it. We just don’t realize that. Maybe from now on, we will, as mathematics is an important aspect of our daily life.

Mathematics, as a subject, is one of the most important subjects in our lives. Irrespective of the field, mathematics is essential in it. Be it physics, chemistry, accounts, etc. mathematics is there. The use of mathematics proceeds in our daily life to a major extent. It will be correct to say that it has become a vital part of us. Imagining our lives without it would be like a boat without a sail. It will be a shock to know that we constantly use mathematics even without realising the same. 

From making instalments to dialling basic phone numbers it all revolves around mathematics. 

Let’s take an example from our daily life. In the scenario of going out shopping, we take an estimate of hours. Even while buying just simple groceries, we take into account the weight of vegetables for scaling, weighing them on the scale and then counting the cash to give to the cashier. We don’t even realise it and we are already counting numbers and doing calculations. 

Without mathematics and numbers, none of this would be possible.

Hence we can say that mathematics helps us make better choices, more calculated ones throughout our day and hence make our lives simpler.

Mathematics is what we call a backbone, a backbone of science. Without it, human life would be extremely difficult to imagine. We cannot live even a single day without making use of mathematics in our daily lives. Without mathematics, human progress would come to a halt. 

Maths helps us with our finances. It helps us calculate our daily, monthly as well as yearly expenses. It teaches us how to divide and prioritise our expenses. Its knowledge is essential for investing money too. We can only invest money in property, bank schemes, the stock market, mutual funds, etc. only when we calculate the figures. Let’s take an example from the basic routine of a day. Let’s assume we have to make tea for ourselves. Society's technological, economic, and cultural changes of the last 50 years have made many important mathematical ideas more relevant and accessible in work and in everyday life. As examples of mathematics proliferate, the mathematics education community is provided with both a responsibility and an opportunity. Educators have a responsibility to provide a high-quality mathematics education for all of our students. A recent report of the National Academy of Sciences (NAS) entitled Preparing for the 21st Century: The Education Imperative (National Research Council [NRC], 1997) neatly summarizes this point:

… today, an understanding of science, mathematics, and technology is very important in the workplace. As routine mechanical and clerical tasks become computerized, more and more jobs require high-level skills that involve critical thinking, problem solving, communicating ideas to others and collaborating effectively. Many of these jobs build on skills developed through high-quality science, mathematics, and technology education. Our nation is unlikely to remain a world leader without a better-educated workforce. (p. 1)

These economic and technological changes also present an opportunity for providing that high-quality education. Specifically, there is rich mathematics in workplace applications and in everyday life that can contribute to the school curriculum. Thus, today's world not only calls for increasing connection

between mathematics and its applications, but also provides compelling examples of mathematical ideas in everyday and workplace settings. These examples can serve to broaden the nation's mathematics education programs to encompass the dual objectives of preparing students for the worlds of work and of higher education. Furthermore, such programs can provide students with the flexibility to return to higher education whenever appropriate in their career paths. By illustrating the commonalities among the mathematical expectations for college, for work, and for everyday life, and by illustrating sophisticated uses of mathematics taught in high schools as well as in community colleges, this document aims to offer an expanded vision of mathematics. Mathematics based in the workplace and in everyday life can be good mathematics for everyone.

High School Mathematics at Work is a collection of essays and illustrative tasks from workplace and everyday contexts that suggest ways to strengthen the mathematical education of all students. The essays are written by a wide range of individuals who have thought deeply about mathematics education and about the futures of today's students, from mathematics educators to business leaders, from mathematicians to educational researchers, from curriculum developers to policy makers. The essays and tasks in High School Mathematics at Work not only underscore the points made in The Education Imperative (NRC, 1997), but also begin to explore connections between academic mathematics and mathematics for work and life.

As a step toward examining ways in which our schools and colleges can better serve the needs of both academic and vocational education, the National Research Council (NRC) of the National Academy of Sciences hosted a workshop in 1994 that resulted in a report entitled Mathematical Preparation of the Technical Work Force (NRC, 1995). Participants discussed questions such as

  • How can mathematics content and technical applications of mathematics be integrated into educational programs?
  • Should algebra continue to be the ''critical filter" used to determine whether or not students will be admitted into youth apprenticeship programs?
  • Is the mathematics included in technical education programs consistent with emerging educational and occupational skills standards?
  • Is it possible (or desirable) to design a core mathematics curriculum for the high school and community college levels that prepares students both for further formal education and for immediate employment in the technical work force? (p. 6)

High School Mathematics at Work continues discussion of these questions, and considers in particular how workplace and everyday mathematics can enrich mathematics teaching and learning.

Though the nominal mathematical content of this volume is high school mathematics, consideration of the above issues will lead to implications for colleges as well. For example, some two-year colleges have moved toward programs that include contextual learning and work-based experiences to enhance academic learning, often through articulated 2+2 partnerships that combine two years of course-work in high school with two years at a community college. The movement toward work-based learning has gained momentum in recent years through the School-to-Work Opportunities Act of 1994, administered jointly by the Departments of Education and Labor, and through the Advanced Technological Education program at the National Science Foundation. Both programs emphasize high academic expectations and require strong connections among schools, two-year colleges, businesses, and industry. By bringing these issues to the attention of the broader college and school communities, and by promoting higher mathematical expectations for all students, this document might provide an opportunity for schools and colleges to reconsider the mathematics courses before calculus, perhaps leading to new conceptualizations of their remedial, developmental, and "liberal arts" courses.

Fundamentally, High School Mathematics at Work is about mathematics. Its view of mathematics and mathematics learning recognizes a potential symbiotic relationship between concrete and abstract mathematics, each contributing to the other, enhancing their joint richness and power. This view is not new. Historically, much mathematics originated from attempts to solve problems from science and engineering. On the other hand, solutions to many problems from science and engineering have been based on creative ways of applying some mathematics that until then had no known applications. Mathematics can help solve problems, and complex workplace problems can help stimulate the creation of new mathematics.

Embracing this connected view of mathematics requires more than addressing content issues. In this document, the essays and tasks are organized according to four themes, each considering a different aspect of the many challenges involved in creating an enriched mathematics education for students. Each theme is introduced by an overview that provides a context for and a summary of the essays and tasks that follow. The first theme, Connecting Mathematics with Work and Life , sets the stage for the document as a whole, examining why and how "real world problems" can be used to enhance the learning of mathematics. With that premise, the remaining themes emphasize implications for various components of the educational system. The Roles of Standards and Assessments highlights the roles of standards and assessments in maintaining and also changing a vision of mathematics education. Curricular Considerations explores ways of designing curricula that attend to the needs of a diverse citizenry. Finally, Implications for Teaching and Teacher Education underscores the background and support teachers must have to respond to the needs of today's students.

Many of the issues raised by these essays are quite complex; no single essay provides a definitive resolution for any of these issues, and in fact, on some matters, some of the essayists disagree. Collectively, these essays point toward a vision of mathematics education that simultaneously considers the needs of all students. High School Mathematics at Work , however, unlike many documents produced by the National Research Council, is not a consensus document. The intent of this document is to point out some mathematical possibilities that are provided by today's world and to discuss some of the issues involved—not to resolve the issues, but to put forward some individual and personal perspectives that may contribute to the discussion.

Under each theme, the essays are accompanied by several tasks that illustrate some of the points raised in those essays, though many of the tasks could appropriately fit under several of the themes. The tasks serve as examples of where today's world can provide good contexts for good mathematics. They never were intended to represent, or even suggest, a full menu of high school mathematics. They provide possibilities for teaching. They exemplify central mathematical ideas and simultaneously convey the explanatory power of mathematics to help us make sense of the world around us. This book offers an existence proof: one can make connections between typical high school mathematics content and important problems from our everyday lives. And, it makes an important point: that the mathematics we learn in the classroom can and should help us to deal with the situations we encounter in our everyday lives. But High School Mathematics at Work is not only about relevance and utility. The mathematics involved is often generalizable; it often has aesthetic value, too. Mathematics can be beautiful, powerful, and useful. We hope you will discover all three of these virtues in some of the examples.

At a time when analysts of the Third International Mathematics and Science Study (TIMSS) have characterized the K-12 mathematics curriculum as "a mile wide and an inch deep" (Schmidt, McKnight & Raizen, 1996) this report does not advocate that tasks like the ones in this volume merely augment the curriculum. Rather, it suggests that tasks like these can provide meaningful contexts for important mathematics we already teach, including both well-established topics such as exponential growth and proportional reasoning, as well as more recent additions to the curriculum, such as data analysis and statistics.

Collectively, these essays and tasks explore how mathematics supports careers that are both high in stature and widely in demand. By suggesting ways that mathematics education can be structured to serve the needs of all students, the Mathematical Sciences Education Board (MSEB) hopes to initiate, inform, and invigorate discussions of how and what might be taught to whom. To this end, High School Mathematics at Work is appropriate for a broad audience, including teachers, teacher educators, college faculty, parents, mathematicians, curriculum designers, superintendents, school board members, and policy makers—in short, anyone interested in mathematics education.

For those who teach mathematics, the essays might provide new ways of thinking about teaching and learning; the tasks might provide ideas for the classroom. For parents, this book can give a sense of how mathematics can be powerful, useful, beautiful, meaningful, and relevant for students. And for those who influence educational policy, this book might motivate a search for curricula with these virtues.

As with all of the recent published work of the MSEB, High School Mathematics at Work is meant to be shared by all who care about the future of mathematics education, to serve as a stimulus for further discussion, planning, and action. All those who contributed to this report would be delighted if teachers gave copies to school board members, college faculty gave copies to deans, curriculum developers gave copies to publishers, employers gave copies to policy makers, and so on. Only through continued, broad-based discussion of curricular issues can we implement change and raise our expectations of what students know and are able to do.

I feel for my students when I hand them their first essay assignment. Many are mathematicians, students and teachers who chose to study mathematics partly to avoid writing. But in my mathematics education courses, and in the discipline more generally, academic writing is part of our routine practice.

Mathematicians face some challenging stereotypes when it comes to writing. Writing is seen as ephemeral, subjective and context-dependent, whereas mathematics is seen as enduring, universal and context-free. Writing reflects self, but mathematics transcends it: they are distinct from each other.

This is a false dichotomy that can discourage mathematicians from writing. It suggests writing is outside the natural skill set of the mathematician, and that one’s mathematics training not only neglects one’s development as a writer but actively prevents it. Rather than capitulate to this false dichotomy, I propose we turn it around to examine how writing is similar to three specific mathematical practices: modelling, problem-solving and proving.

Three mathematical practices that can improve your writing

Mathematical modelling.

Let us consider a hypothetical mathematics education student who has spent weeks thinking, reading and talking about her essay topic, but only starts writing it the night before it is due. She writes one draft only – the one she hands in – and is disappointed with the low grade her essay receives.

She wishes she had started earlier but she was still trying to figure out what she wanted to say up until the moment she started writing. It was only the pressure of the deadline that forced her to start; without it, she would have spent even more time thinking and reading to develop her ideas. After all, she reasons, there is no point writing when you do not know what to write about!

This “think first, write after” approach, sometimes known as the “writing up” model is a dangerous trap many students fall into, and is at odds with the way writing works. The approach allows no room for imperfect drafts that are a necessary part of the writing process . Writing experts trade on the generative power of imperfect writing; they encourage writers to turn off their internal critics and allow themselves to write badly as a way of overcoming writing inertia and discovering new ideas. The “shitty first draft” is an ideal (and achievable) first goal in the writing process. Anyone can produce a sketchy first draft that generates material that can be worked on, improved and eventually rewritten into a more sharable form.

Mathematical modelling offers a compelling metaphor for the generative power of imperfect writing. Like polished writing, polished mathematical models are seldom produced in the first attempt. A modeller typically begins with some understanding of the real situation to be modelled. The modeller considers variables and relationships from his or her understanding of the real situation and writes them into an initial mathematical model.

The model is his or her mathematical description of the situation, written in mathematical notation, and the modeller who publishes a mathematical model has typically created and discarded multiple drafts along the way, just as the writer who publishes a piece of writing has typically written and discarded multiple drafts along the way.

Problem-solving

Writing an original essay is like trying to solve a mathematics problem. There is no script to follow; it must be created by simultaneously determining one’s goals and figuring out how to achieve them. In both essay writing and mathematical problem-solving, getting stuck is natural and expected. It is even a special kind of thrill.

This observation might come as a surprise to mathematicians who do not think of their problem-solving activity as writing. But doing mathematics, the ordinary everyday act of manipulating mathematical relationships and objects to notice new levels of structure and pattern, involves scratching out symbols and marks, and moving ideas around the page or board.

Why do I care that mathematicians acknowledge their natural language of symbols and signs as writing? Quite frankly because they are good at it. They have spent years honing their ability to use writing to restructure their thoughts, to dissect their ideas, identify new arguments. They possess an analytic discipline that most writers struggle with.

Yet few of my mathematics education students take advantage of this in their academic writing. They want their writing to come out in consecutive, polished sentences and become discouraged when it does not. They do not use their writing to analyse and probe their arguments as they do when they are stuck on mathematical problems. By viewing writing only as a medium for communicating perfectly formed thoughts, they deny themselves their own laboratories, their own thinking tools.

I am not suggesting that one’s success in solving mathematical problems automatically translates into successful essay writing. But the metaphor of writing as problem-solving might encourage a mathematics education student not to give up too easily when she finds herself stuck in her writing.

Our hypothetical student now has a good draft that she is happy with. She is satisfied it represents her knowledge of the subject matter and has read extensively to check the accuracy of its content. A friend reads the draft and remarks that it is difficult to understand. Our student is unperturbed. She puts it down to her friend’s limited knowledge of the subject and is confident her more knowledgeable teacher will understand her essay.

But the essay is not an inert record judged on the number of correct facts it contains. It is also a rhetorical act that seeks to engage the public. It addresses an audience, it tries to persuade, to inspire some response or action.

Mathematical proofs are like expository essays in this regard; they must convince an audience. When undergraduate mathematics students learn to construct proofs of their own, a common piece of advice is to test them on different audiences. The phrase “Convince yourself, convince a friend, convince an enemy” becomes relevant in this respect.

Mathematicians do not have to see themselves as starting from nothing when they engage in academic writing. Rather, they can use mathematical principles they have already honed in their training, but which they might not have formerly recognised as tools for improving their academic writing.

Practical tips for productive writing beliefs and behaviours

  • Writing can generate ideas. Free writing is a good way to start. Set a timer and write continuously for 10 minutes without editing. These early drafts will be clumsy, but there will also be some gold that can be mined and developed.
  • Writing can be used to analyse and organise ideas. When stuck, try to restructure your ideas. Identify the main point in each paragraph and play around with organising their flow. 
  • Writing is a dialogue with the public. Seek out readers’ interpretations of your writing and listen to their impressions. Read your writing out loud to yourself: you will hear it differently!

These questions and answers bring interest to a subject. To discover the unknown roads of science & technology, mathematics, English, history, biology, etc. we develop a compelling interest in a subject and that is what makes life more enjoyable.

My Favourite Subject – Essay 2

When I was in standard five, I happened to fail in history in the first unit test, and then daddy began teaching me history. He is a professor of history and is an expert in the subject.

He explained to me the events and incidents given in the textbooks as if they were all interesting stories. I did very well in history as in the next examination.

But more than that, I had developed an abiding love for the subject. From then on, history has always been my favourite subject. I love reading about the Battles of Panipat , about Chhatrapati Shivaji Maharaj’s victories and the great Indian freedom struggle. The bravery of the Rani of Jhansi fascinates me.

I always in search of books that tell me more about these great people, especially their childhood. There is the story of how Gandhiji refused to copy the word he had mis-spelt.

Or the one about how tilak, in the school he had not thrown peanut shells on the floor. Or the one of how Vallabhbhai Patel took a hot iron to burn a boil under his armpit. These stories show me how brave and truthful these great leaders were, even as children. Many of my friends complain that history is a very dull and hard subject. Thankfully, it isn’t for me. It shall always be my one and only favourite subject.

My Favourite Subject is Maths

Many student fears to Maths subject, I was among them only. Once I failed in the Mathematics, I was depressed. My friends start making fun of me.

I was lucky that my mother was a Maths Teacher, she always prompts me that, Rahul lets ply with maths, but I didn’t take that seriously.

When I told, my mother that I have failed in maths subject, she got shocked. But thankfully, she didn’t shout at me, instead of that she give me an inspirational speech.

Later on she start teaching me Mathematics, she taught me to play with maths and really I enjoyed a lot, from that day Maths became my favourite subject.

I score out of marks in this subject. Now I also teach those friends who really fear to Maths. They have set a mentality of that maths subject is very difficult and it has hell lot of formula to remember.

But my mother taught me maths in fun way; I used that technique to solve the problem. Now I generally search for problem to solve them. From this my confidence level has increase and I’m happy that most difficult subject has become a game for me.

Becoming engineer is my ambition, and in Engineering there are hell lots of complex problem, so I wish it will be easy for me.

My Favourite Subject is Science

My favourite subject in school is Science. It is my favourite subject because I never face any problem while learning it and it came easy to me. I always score good marks in my science test.

According to me, everything that surrounds us is science. Everything that we use someway or somehow is made by science. Science is nothing but discovering something new and then find what it can be capable of and where it can fit in use.

Other subject like mathematics has many formulae and every step in solving problem is done logically. Remembering the formulas and other facts is hard work compared to the ease and simplicity of science. Although it requires a lot of memory work but I never have any difficulty.

While science is simple to me, some of my friends finds it difficult. They often get stuck and give up, so I try to help them out.

The one advantage that I have in being good in science I study regularly and do my homework on time. I prepare some test paper on my own to test my skills. This way I don’t have to spend more time on it and I get enough time to study other subjects as well.

Today science has taken us to a new level, from fast computers to smartphones and it has been a huge breakthrough in science.

Science is both physics and chemistry. In science of chemistry, various elements are discovered and these elements are used in chemical bonding. In physics, there are many discovered laws and properties.

I have come to realize that every person has their own ability. If a person is good in something it is not necessary that he/she would be good in everything. If you’re good in something than don’t make fun others who are not, instead try to help them.

My Favourite Subject is English

English is my favourite subject, because I have never faced any problem to achieve good marks. My teacher Mrs. Leena helps me a lot to improve my grammar.

Earlier, English subject was not my favourite, but once I failed in this subject. I got depressed, but my mother as well as my teacher boost my confidence and help me a lot.

A Scoring Subject

English is definitely a scoring subject which makes it even more special for me. I am an average student who does not take much interest in Science. I manage to get decent marks in the subjects, but in English, I score well. When we compare English to other subjects, we see it is most scoring.

English does not demand word to word answers. It gives the child a chance to play with words. It gives them the creative liberty to speak their minds out. For instance, in Maths, you cannot create your own formulas. You must copy the same exact one taught in the syllabus. But, in English, we can compose our own answers based on our understanding and intelligence.

In addition, English teachers are usually more approachable and understanding. In other subjects, the teachers always have to stick by the book and literally make students mug up the formulas and theories. The English teacher takes time to make them understand each phrase. They allow the students to interpret it as per their intellect. This empowers the child too so they can put their own thinking in it.

In short, I absolutely love English. It gives me the chance to excel without putting too much pressure on me. I get to play with words and form my own interpretations. This helps me get the creative freedom I do not get in other subjects.

3 reasons we use graphic novels to teach math and physics

Post-pandemic, some educators are trying to reengage students with technology – like videos, computer gaming or artificial intelligence, just to name a few. But integrating these approaches in the classroom can be an uphill battle. Teachers using these tools often struggle to retain students’ attention, competing with the latest social media phenomenon, and can feel limited by using short video clips to get concepts across.

Graphic novels – offering visual information married with text – provide a means to engage students without losing all of the rigor of textbooks. As two educators in math and physics , we have found graphic novels to be effective at teaching students of all ability levels. We’ve used graphic novels in our own classes, and we’ve also inspired and encouraged other teachers to use them. And we’re not alone: Other teachers are rejuvenating this analog medium with a high level of success .

In addition to covering a wide range of topics and audiences , graphic novels can explain tough topics without alienating student averse to STEM – science, technology, engineering and math. Even for students who already like math and physics, graphic novels provide a way to dive into topics beyond what is possible in a time-constrained class. In our book “ Using Graphic Novels in the STEM Classroom ,” we discuss the many reasons why graphic novels have a unique place in math and physics education. Here are three of those reasons:

Explaining complex concepts with rigor and fun

Increasingly, schools are moving away from textbooks , even though studies show that students learn better using print rather than digital formats . Graphic novels offer the best of both worlds: a hybrid between modern and traditional media.

This integration of text with images and diagrams is especially useful in STEM disciplines that require quantitative reading and data analysis skills, like math and physics.

For example, our collaborator Jason Ho, an assistant professor at Dordt University , uses “ Max the Demon Vs Entropy of Doom ” to teach his physics students about entropy. This topic can be particularly difficult for students because it’s one of the first times when they can’t physically touch something in physics. Instead, students have to rely on math and diagrams to fill in their knowledge.

Rather than stressing over equations, Ho’s students focus on understanding the subject more conceptually. This approach helps build their intuition before diving into the algebra. They get a feeling for the fundamentals before they have to worry about equations.

After having taken Ho’s class, more than 85% of his students agreed that they would recommend using graphic novels in STEM classes, and 90% found this particular use of “Max the Demon” helpful for their learning. When strategically used, graphic novels can create a dynamic, engaging teaching environment even with nuanced, quantitative topics.

Combating quantitative anxiety

Students learning math and physics today are surrounded by math anxiety and trauma , which often lead to their own negative associations with math. A student’s perception of math can be influenced by the attitudes of the role models around them – whether it’s a parent who is “not a math person” or a teacher with a high level of math anxiety .

Graphic novels can help make math more accessible not only for students themselves, but also for parents or students learning to be teachers.

In a geometry course one of us (Sarah) teaches, secondary education students don’t memorize formulas and fill out problem sheets. Instead, students read “ Who Killed Professor X? ”, a murder mystery in which all of the suspects are famous mathematicians. The suspects’ alibis are justified through problems from geometry, algebra and pre-calculus.

While trying to understand the hidden geometry of suspect relationships, students often forget that they are doing math – focusing instead on poring over secret hints and notes needed to solve the mystery.

Although this is just one experience for these students, it can help change the narrative for students experiencing mathematical anxiety. It boosts their confidence and shows them how math can be fun – a lesson they can then impart to the next generation of students.

Helping students learn and readers dream big

In addition to being viewed favorably by students, graphic novels can enhance student learning by improving written communication skills , reading comprehension and critical literacy skills . And even outside the classroom, graphic novels support long-term memory for those who have diagnoses like dyslexia .

Pause and think about your own experience – how do you learn about something new in science?

If you’re handed a textbook, it’s extremely unlikely that you’d read it cover to cover. And although the internet offers an enormous amount of math and physics content, it can be overwhelming to sift through hours and hours of videos to find the perfect one to get the “aha!” moment in learning.

Graphic novels provide a starting point for such a broad range of niche topics that it’s impossible for anyone to be experts in them all. Want to learn about programming? Try the “ Secret Coders ” series. Want to understand more about quantum physics? Dive into “ Suspended in Language: Niels Bohr’s life, discoveries, and the century he shaped .” Searching for more female role models in science? “ Astronauts: Women on the Final Frontier ” could be just what you’re looking for.

With all that they offer, graphic novels provide a compelling list of topics and narratives that can capture the attention of students today. We believe that the right set of graphic novels can inspire the next generation of scientists as much as any single individual can.

NAPLAN results reveal one in three students not meeting basic literacy and numeracy expectations

National NAPLAN scores show one in three Australian school students is performing below literacy and numeracy benchmarks.

Almost 1.3 million students in Year 3, 5, 7 and 9 sat the annual test earlier this year.

Experts say action is needed, with the Commonwealth currently locked in negotiations with states and territories for a new decade-long agreement for public school funding.

One in three Australian school students is not meeting literacy and numeracy benchmarks, and more than one in ten need additional support, the 2024 NAPLAN results show.

"In plain English, one third of Australia's children are not on track with their learning," the Grattan Institute's education director Jordana Hunter said. 

Experts say the scores demonstrate the urgent need for classroom reforms, otherwise a significant part of a generation looks set to miss out on crucial foundational learning. 

"It's almost half a million students around the country that are not where we need them to be," Dr Hunter said.

"The NAPLAN results are sending a pretty clear message. The question I have is 'are education ministers listening?'"

The NAPLAN data has landed at a time when the Commonwealth is locked in negotiations with the states and territories over a new public school funding deal to replace the old arrangement, under which public schools have been about $5 billion short of their minimum Gonski funding levels.

Federal Education Minister Jason Clare said the results showed why school funding talks were crucial — not just to supply extra money, but to reform classroom practices.

"Your chances in life shouldn't depend on your parents' pay packet or the colour of your skin, but these results again show that's still the case," he said.

"These results show why serious reform is needed and why we need to tie additional funding to reforms that will help students catch up, keep up and finish school."

The 2023 NAPLAN tests were the first assessed under a tougher, revamped set of criteria that experts said would give a true picture of the state of Australian classrooms.

"Last year when we saw the results against the new proficiency scale, a lot of people were quite disheartened," Dr Hunter said.

Outside of small increases and decreases across subjects and year levels, the 2024 numbers are similarly disappointing.

Experts say the results have highlighted a failure to teach hundreds of thousands of students the most basic skills, despite billions of dollars flowing into all school systems.

Inequalities remain, cheating uncovered

The NAPLAN 2024 results also showed long-standing educational disadvantage remained entrenched across Australia.

Non-Indigenous students' results remained substantially above their First Nations counterparts in all five testing domains: numeracy, reading, writing, spelling, grammar and punctuation.

One third of Indigenous students were categorised as "need additional support" — three times the national average.

Stark differences also remained between metropolitan and non-metropolitan students.

For literacy, 24 per cent of students from very remote schools were categorised as "strong" or "exceeding" compared to 70.7 per cent of students from major cities. Numeracy statistics were almost identical.

Students whose parents held a bachelor's degree or higher tended to score better than their classmates whose parents' highest level of education was Year 11 or lower.

Females outperformed males in writing across every year group, while males generally outperformed females in numeracy.

Out of the 4.4 million NAPLAN tests sat by almost 1.3 million students nationally, there was one substantiated cheating-related incident.

That occurred in Western Australia where "inappropriate assistance" was made available to 19 students. Those results were considered "compromised" and not included in national results.

The Western Australian School Curriculum and Standards Authority (WASCSA), which administered the test, said the students were in Year 3.

The school supplied students with a planning sheet for NAPLAN preparation, despite rules stipulating students only have a blank piece of paper while taking the online test.

"The identity of the parties involved in the test incident remains confidential and the matter has been referred ... for further investigation," a WASCSA spokesperson said.

There have previously been anecdotal reports of schools urging students who were expected to perform poorly to stay home on testing day to improve the overall marks for the school, and ultimately, the perceived appeal of the school to parents.

Deadline looming

The 2024 NAPLAN report card comes as the deadline for the new public school funding agreement inches closer.

So far, only Western Australia and the Northern Territory have reached deals with the Commonwealth and signed on to its Better and Fairer Schools Agreement.

The Commonwealth has offered to lift its share of funding public schools from 20 per cent to 22.5 per cent, but the other states say the federal share should be 25 per cent.

Both sides have threatened to walk away from the talks if a deal is not reached by the end of September.

Mr Clare has insisted new funding be tied to measures like early interventions, evidence-based teaching and additional screening checks.

"I have made clear that the additional $16 billion of funding for public schools the government has put on the table will be tied to practical reforms, like phonics checks and numeracy checks, evidenced-based teaching and catch-up tutoring," he said.

"There are no blank cheques here. I want to invest billions into our public schools and I want to make sure that money makes a difference to the kids who really need it."

Dr Hunter said money had been wasted on ineffective classroom practices, with students from disadvantaged backgrounds suffering as a result.

"The first best strategy governments can take is to stop spending precious dollars on ineffective programs and invest instead in an expert teaching profession that is upskilled in evidence-based teaching, including explicit teaching approaches," she said.

'Damning indictment'

Shadow education minister Sarah Henderson said the "disastrous" NAPLAN results were caused by the government's failure to strike a deal and introduce school reforms.

"The Albanese government has failed to deliver the national school reforms it promised and Australian children and their families are paying the price," Senator Henderson said.

"Rather than put students first ... Jason Clare has become embroiled in a school funding war with the states, which is a mess of Labor's own making."

Australian Education Union federal president Correna Haythorpe said the results were a "damning indictment on the failure of governments to fully fund public schools".

"Australia cannot close achievement gaps without closing resourcing gaps. It is long past time for governments to close the resource gaps impacting on public schools," she said.

"Teachers and education support personnel work very hard to cater for all of their students' needs but they must be backed by governments."

With this month’s revelations that Hunter Biden directly contacted American officials for the benefit of foreign clients in Ukraine and allegedly Romania, and with Mr. Biden facing a new trial next month stemming from charges of tax evasion for the millions he received from foreign sources, the time has come to finally charge him as an unregistered foreign agent.

Originally enacted in 1938, the primary regulations targeting foreign lobbyists, known as the Foreign Agents Registration Act, or FARA, are straightforward, requiring Americans who are paid to push foreign interests to register their work with the federal government. It doesn’t make the practice illegal — lobbying is, thanks to the First Amendment, still a constitutionally protected right — but it does bring transparency to an otherwise opaque world, forcing foreign lobbyists to disclose what they’re doing, who they’re doing it for, and how much they’re being paid in the process. While FARA was unfortunately largely unenforced for decades after it took effect, the law has seen new life in recent years as prosecutors have finally begun going after unregistered foreign agents.

We’ve known that myriad foreign companies and foreign oligarchs have targeted Mr. Biden, tossing significant sums at him while his father served as vice president. With each revelation, and with each new foreign client revealed, the president’s detractors have wailed that the younger Mr. Biden violated foreign lobbying laws, which required him to disclose what he was doing abroad — as well as reveal the Americans he’d been targeting on behalf of his foreign benefactors.

Mr. Biden’s highly questionable foreign dealings have for years appeared more smoke than fire; there was previously no evidence that he illicitly lobbied any American officials. Compared with figures such as the former Trump campaign chief Paul Manafort , who was caught out as an illegal foreign lobbyist (among plenty of other crimes), Mr. Biden’s alleged foreign lobbying misdeeds appeared to fall short of crossing the line into criminality. They may have put a lie to President Biden’s claimed concerns about foreign influence campaigns, but they were never worthy of formal charges. With the new details, though, that has changed, giving prosecutors the opening to pursue the president’s son as one of the most prominent foreign lobbyists the United States has ever seen.

Take the new reporting on Mr. Biden’s work for the Ukrainian gas firm Burisma. As The Times reported , Mr. Biden, who served as a board member on the firm, “sought assistance” from American officials “for a potentially lucrative energy project,” writing at least one letter to the U.S. ambassador to Italy in 2016 to help aid Burisma — actions that, in other words, appear to be direct lobbying of an American diplomat for the benefit of his foreign firm.

Meanwhile, prosecutors claimed last week that a local Romanian magnate accused of corruption hired Mr. Biden not for any legal expertise, but to persuade American officials to work with Romanian authorities to help thwart a criminal investigation into the magnate’s finances. It was, according to a potential witness cited by the government , an “attempt to influence U.S. government agencies” — part of a broader pattern of Mr. Biden “perform[ing] almost no work in exchange for the millions of dollars he received” from assorted foreign entities. Moreover, prosecutors claim that the Romanian deal was specifically structured to dodge basic foreign lobbying transparency — drafted as a “property management” arrangement, in which Mr. Biden received at least $1 million — all to avoid “political ramifications” for President Biden.
